Multiple IPs w/ Paired Domains (WSSv3)

I need to setup up WSSv3 in a ISP type of setting where you have alot
of static IP addresses and they all have their own sharepoint site.

Already Done
-------------
16 Domain Names going to 16 seperate Internet facing IP addresses.
Bare Windows 2003 Server that has these 16 IPs assigned to its NICard.

Background
-------------
I'm not an ISP me and my college friends just pitched in to buy a
server & some rack space. We all have our own domain names we'd like to
use.

Do I need a domain controller? Anyone know of any documentation on the
proper way to do this? Is it with the headers or IIS? Any help in the
right direction would be appreciated.

Just setup  a different Web Application for each of the 16 IP addresses  (I'm
assuming they are already entered into a DNS server somewhere and are all
reachable on the subnet where your server is plugged in.). Then create a
site collection using each WebApp, with a top level site. When you create
the Web Application all the changes necessary will be made in IIS for you.
