Multiple content types causing grief

Using MOSS 2007

Created a custom content type A with custom fields. Content type
stored in the site collection root.

Created a new document library to use the custom content type A.
Everything is fine when I select New -- Content Type A from the

Next Step:

Create a custon content type B with different custom fields.

Add this content type to the same library.

When I select New -- Content Type B it Fails--
MOSS associates this new document with content type A

Work Around Found to resolve problem:
Before adding content type B to the library, delete content type A
from the library, then add both content type A & B together into the
the library... all works perfectly.

The problem is that when I go to delete content type A from the
library the libray must not have any documents associated with content
type A.

Is this a bug? I can re-create this situation, and the work-around
above always works too.

I fear that in a production environment I will not be able to add
addtional content types to a library that has any documents in it.

HELP? I'm a newbie... please accept my apologies in advance.
