Multi Factor Authentication with MOSS

I have a MOSS environment that authenticates using ADAM. We want to
change the authentication method so that when users login they need to
use a username/password and question/answer. What is the best way to do
this? Will we have to switch to FBA?

To do this you would need to write a custom membership provider based on
pluggable authentication  in ASP.Net 2.0. Then use that membership provider to
implement Forms Based Authentication. None of the Pre-built membership
providers for FBA or the builtin methods allow the use of both a
username/password and a question/answer for authentication. There are some FBA
membership providers that can use username/password for authentication and
question/answer for recovery of a lost password. But not both for
authentication. That will need to be built as custom code.
