Ms-propertysheet css style

I am creating a customized css stylesheet for SPS 2003 and applying it
using the Custom Cascading Style Sheet option in the portal site
settings. I've managed to change the background and text colors for
everthing in the portal except for the ms-propertysheet element. This
style does not seem to cascade from the customized file.
Has anyone encountered this?

The ms-propertysheet element is also in the ows.css. It might be cascading from the ows.css style  sheet.

That seems to be what is happening but I'm puzzled by it. The custom
CSS file is applied after the OWS.CSS and overrides all the other
styles on the page but the ms-propertysheet class seems to be immune.
