Moving QA SharePoint Areas to Production SharePoint Areas

We have built a test SharePoint portal on server 'A' that we would
like to move intact to production server 'B'. Having done so, we
would like to later be able to make changes to the QA server, at all
SharePoint levels, test them, then move them to the production
server. How is that done?
