Moving CSS files

I'm working with site collections created from a site definition. While the
layout pages are available via the flat file system, the CSS files are only
available via the config db. I made changes to the CSS files in development and
now want to push them to production. Do I have to install SP Designer on
production to replace the files or is there another way?

Sorry...content db, not config  db....

Assuming the CSS files  are located in either the Style Library or _Styles
directory of the site  you can create a <Module> entry to deploy the files to
those locations in your site definition.
