How to Move a Sub-site to a Top-Level Site

I am working for the Red Cross and they need to promote several sub-site as a top-level site, I have researched this and have only found "smigrate" to do the job. However this utility does not carry over all the users and security stuff. Is there anything else out there that is smarter than "smigrate"

A top level site  by design will have a new root of security  and smigrate  was
intended to move  sites into locations where they would probably inherit security
or establish new roots. Therefore there is no need to "migrate" security.

Neither templates nor smigrate includes security.
