wait a minute he said he wants to move  the portal  on
another machine but nto the db then why are you
talking about backup and restore, when he says SPS
running on another machine and SQL running  on another
machine then how come backup and restore is going to
help him

If you are just looking to move  your portal  from a server  to
another server...You don't need to use the backup and restoration
instead after installation of fresh sharepoint  try using Restore option
from SPS Central Administration mapping your SQL BD.

What u need to do is:

Install the sharepoint portal  on the another server.
While configuring the portal use the account that can be used to access sql  db
installed on another database.
goto create a portal link
instead of creating a portal.
select restore portal option
check ur sql server  name is properly listed
then given the database name for site, prof, serv
click ok to continue
check now your portal.
This type of configuration is called as small server farm
