Move item error

Contributors are unable to move items (documents) from one folder to another
within the same structure. They can create and delete items in both places.
The item is approved prior to attempting the move. The process seems to work
but generates the following error:

Do contributors have the rights to move item?

Full Control people came move as well as those with design...

I went thru the different setting and determined that when you remove the
"Manage Permissions" option, you can no longer move items.....
