MOSS - Workflow State

Does anyone know how to change the state of an in-progress State
Machine workflow using the SharePoint API?

I am creating a web service that will be called by an external system
and one of the methods will need to change the state of the workflow.

I can get the workflow instance but the properties on this object is
read only.

This is what I am seeing in the event viewer on the box where the share
is trying to be created.
