For web  parts and custom  layout files, use features, web part packages, and
solution packages.

WSS SDK link for Features:
msdn2.microsoft.com/en-us/library/ms460318.aspx

WSS SDK link for Solutions and Web Part Packages:
msdn2.microsoft.com/en-us/library/ms413687.aspx

Deploying using solutions packages will, for the most part, deploy  to all web
front end servers.

IIS web apps are created through Central Administration or stsadm and will be
created on all web front end servers  automatically.

From Central Administration:
technet2.microsoft.com/.../571cef56-51e7-4815-be\
6c-a98f2c88809d1033.mspx?mfr=true

From stsadm command line utility:
www.wssdemo.com/.../DispForm.aspx?ID=913

We are using .NET component using API to create lists, content types,
and site columns, uploading custom  aspx pages to 'Pages' library.

In that case do we need to execute on one webserver or 2 web  servers.

All of those are stored in the Content database, not on the web  Front
End Servers. So you won't need to execute it on multiple  web front
ends.
