MOSS: Disable Approval & Check-in/out Globally for Sites with Public

I have a question to which I don't seem to be able to find an answer.

As part of an upgrade, I have to modify hundereds of SPS pages to get
them to render properly in MOSS, with the new chrome/page layouts.
I have the tools to do it, but one realy pain is the check-in/check-out
and approval requirements on each 'Pages' library.
Does anyone know how to disable those settings globally for a web

If you do a gradual upgrade, there is a place to have all unghosted
pages ghosted to the v3 site definition as part  of the upgrade. This
could save you lots of hours............

The problem I have though is with unghosted pages  created with Microsoft
Frontpage. These pages sit in the root of the SPS areas (i.e. not in a
document library) and, when OSS does the upgrade, they are missed
whereas the default.aspx pages are reghosted and copied to the 'Pages'

I wonder, is it possible to customise the upgrade  definition file so
that OSS upgrade checks for these pages, upgrades them and moves them to
