MOSS 2007 Search Configuration issue

We are facing one configuration challenge in MOSS 2007 which is installed on
Windows Server 2008.

In the Central Administration, All the services such as Office SharePoint
Server Search and Windows SharePoint Services Search are started and running

Now, We created SSP(Shared Service Provider) and We clicked on Search
Settings and then we configured an indexer and search database for the SSP.
Then again we clicked on Search settings and it is showing the following
error message.
"The search service is currently offline. Visit the Services on Server page
in SharePoint Central Administration to verify whether the service is
enabled. This might also be because an indexer move is in progress."

We restarted the "Office SharePoint Server Search" service but it's of no
use. Still we are getting the above error message. We recreated the SSP but
still we are getting same error message.
Please share the solution if you have any idea or faced this issue before.

There are a million things that can cause search  to break. Your best bet is
to start checking log files. I've had this exact error before. This
particular server farm had all kinds of off the beaten path security patches
and settings applied which made fixing this next to impossible. I'm assuming
you followed the best practice guide when building the farm? There are a lot
of restrictions as far as which user accounts are used for the iis app
pools, windows service accounts, etc. Additionally, make sure the indexer's
app pool is actually running, the site is set for scripts and executables.
Try logging into the SSP and check the search settings.

As we dont need search  in our site now, we kept it open.
