MOSS 2007: gaining access to search settings

I'm having what I'm fairly certain is a permissions-level problem with
MOSS 2007: I'm trying to access the Search Settings pages on our
portal, but I seem to be missing the whole Site Collection
Administration menu that would allow me access to that functionality.
I'm part of a domain group that has full control over the portal. A
very brief search on the Microsoft SharePoint Server end-user site
suggests that there's supposed to be a "Site collection
administrators" group that gives access to the site collection
settings, but this group doesn't seem to exist for us (or, at least,
we can't find it in our Permissions list).

One of our other administrators, who has both full control and owner
permissions over the site, can get into the Search Settings pages fine
(which I would expect).

Are we not assigning permissions in the right part of SharePoint to
have access to search settings, or is there something we're completely
overlooking?
