MOSS 2007 Enterprise Server

I has a MOSS 2007 Enterprise Server and I would be like to able to have
a production sharepoint site and another site with the same information
within it so that we can set different enhancements and why we decide
that everything is good, migrate the dev design to the production design
with out loosing any data on the production site.

How would I go about this?

We use to have a staging server  with the exact copy of the production
site...do all our development
on the staging server ...backit up when it was all good and restore it
on the production.. .that is
if you are making alot of changes and need to get it done quickly.

How can you do this with out writing all the content in libraries and
lists?

It all should populate over in the backup with the sql database...
give it a try on a development box...first ...sounds like you folks are
really newbies...try it first before you bring it over to the production box.
