Modifying Theme

I'm just installed SPS 2003. Read from some books, I should be able to
modify the Themes by Accessing
http://localhost/_layouts/1033/settings.aspx. But
Everytime I tried always redirected to
http://localhost/_layouts/1033/default.aspx. Any other way to modify
the theme instead of using FrontPage ?

Themes are only supported in sites so you need to access it via
http://localhost/sites/sitename/_layouts/1033/settings.aspx

Themes can only be applied to WSS sites, not SPS Areas. You can however create
theme  in FrontPage and do a little manual work to extract the .css and apply
this to SPS as needed.
