Modifying Contributor-level access

Is there a way to remove options for all contributors? We have a
business requirement to remove the ability to MODIFY SHARED WEB PART
for everyone who has Contributor-level in MOSS 2007. All we want
contributors to do is add and delete items, documents, participate in
surveys and discussions, etc. but not be allowed to modify the web part
or page in anyway.

Any suggestions?

This is controlled by two permission settings in the Personal section of the
contributor permission level. They are Add/Remove Personal Web Parts and Update
Personal Web parts. You can easily remove  these from the Contributor permission
level in the root of the site collection. The default permissions are created
programmatically and I'm not sure if you can change them for the entire farm so
that each new site collection is provissioned appropriately. You could write
code that would run whenever a new site collection was built that would remove
the permissions from the contributor permission level. Please Note: This would
not prevent someone from adding them back in or creating a unique permission
level that included them.
