Missing Web Parts

We set up a user as administrator for a new site. The person cannot
see the Content Editor and Image web parts. The Sharepoint Admins can
see these web parts. The only way that we have been able to have the
user see the Content Editor and Image web parts is to make them a site
collection owner. What are we missing here? Thanks.

they have to have access rights to the web  part gallery. I
remember this is complicated and you have to fool sharepoint  into
granting them access by "inheriting from above" and then modifying the
result which effectivey breaks the "inherit from above."

What I did was added a group to the web part gallery and then I could
add and delete users from that group using the group management tools.

And it applies to portal. If you're in WSS, maybe you'll see
something that makes sense.

This has not been a consistent problem. We just added a second user  as
admin for a site  and she was able to see the web  parts in question. The
first person  still cannot see the web part. Both people were added the
same way to the site with the same permissions.
