Missing of template in Sharepoint 2007

I have created new web application and try to create new site
collection in sharepoint 2007. While creating new site collection, i
found out some of the templates are missing (like publishing site,
publishing site with workflow). How to get those template?

The templates can be hided with the help of webtemp.xml. Just have a look if
the hidden parameter is set to true. You can see more details at:
