Minimum requiremets to enable web discussions

I would like to know what are the minimum requirements to enable web
discussion for the clients, - in fact I would like to avoid having to
install office 2000 (since we work with several development projects
which depends on office 97 objects).

Moreover, I would like to know if there's a web part to make a Bulletin
Board Sevice (in order to enable discussions even to different
platforms).
