Minimizing Web Parts on the client side without special permissions

I'd like to un-clutter some pages that contain multiple list view web
parts by allowing users to minimize/maximize the web part without
using shared pages and without affecting the page for other users.

Also, I'd like to do this without any special permissions.

Is this possible?

That depends on what permission level you have given your users  at this point.
Contribute permission level (assigned to the Site members group by default)
contains the Add/Remove Personal web  parts which is the permission required to
modify the web parts  on your personal view  of a webpart page. The Add/Remove
Personal Web parts permission is NOT part  of the Reader permission level. The
only way to do what you are talking about that I am aware of would be to give
your users that specific permission.
