Minimal Access Rights for Central Administration

What is the minimal access required to make SharePoint Central
Administration configuration changes?

I read the article on TechNet http://technet.microsoft.com/en-
us/library/cc288186.aspx and it appears that Farm-level administration
is required can you confirm?

That is correct, since changed in Central Administration generally
effect the entire farm.
