Migration of 2003 WSS Site Collection

I am sure this issue has been beat to submission a number of times on
here, but I lost my .pst file and all my archives and I'm afraid I need
to ask it once again.

We have an old SPS2003 Farm that we are de-provisioning. This old farm,
was a pre-production farm we allowed early-adopters to use prior to
implementing our production corporate portals (also SPS2003).

On the old farm is a site collection (apprx 560MB and 100 or so users)
that is still being used. We would like to migrate this site collection
to one of our other production portals on a totally separate instance of
SharePoint. We, of course, wish to do this with as little interruption
to the users and their data as possible.

(1.) What is the recommended method to move a site-collection, between
separate farms while preserving all of the site data, user data,
permissions, site-groups, etc. etc? A full fidelity forklift would be
ideal if possible to achieve.

If it is too time consuming and risky to perform this operation, then
our 2nd plan would be to move the old SPS2003 farm's dBs over to a new
SQL Server instance. (2.) Is there are canned step-through that anyone
can recommend for when a SPS2003 farm needs to have its database moved
to a new SQL server?

Finally, if none of these options seems viable, (3.) we will re-create a
brand-new site and inform the users to move/save what they want to keep
and rebuild their lists (we are hoping to avoid this).

Any shared information or recommendations from anyone who has lived a
similar experience to this would be greatly appreciated.
