migrate stand alone server WSS to domain integrated server

current situation : stand alone server, 450 local user accounts,
running W2K3, SQL2000, WSS SP1 , no customizations
primary use: issue lists

wished situation :
This server needs to become a domain integrated server and will be
published by ISA2004. Local Accounts need to (re-)mapped with their
existing AD accounts.
- site owners wish to keep track of the issue lists and the history
attached to these (task status, creation dates, assigned to's etc...)

this was an existing test server that became production too fast, so
don't open up a discussion on "bad designs". I am fully aware of
this.

What are the steps to perform a migration like this? i have allready
scratched some paths but i wan't to start this thread with fresh
ideas..

I think that the SharePoint User Utility could help.
