Microsoft.Web.UI.WebControls problem

I am getting following error for using IE control. I have converted Microsoft.Web.UI.WebControls.dll in strong name.

Parser Error: File or assembly name Microsoft.Web.UI.WebControls, or one of its dependencies, was not found.

When i run with full trust it is working fine.

I install the strong named webcontrols  dll into the GAC so that it will run  under full  trust, but the SharePoint site doesn't have to be opened to full trust.
