There are file types that SharePoint will not allow you to upload.
Follow these steps  to allow mdb  files:

1. Go into SharePoint Central Administration.
2. Under the Security Configuration section, click on the Managed block
file types link. This list all file types that are blocked.
3. Find mdb and delete it.
4. Click the OK button.
