Meeting workspace - can't create with publishing turned on

If I create a new meeting and check the box to create a meeting workspace, I see no templates to chose from on the next page in the list box where they should appear if publishing is turned on. If I turn publishing off I can create the workspace. How can I get around this without having to turn publishing off.

One of the features in publishing  site is letting you choose subsites can use which templates.

As the meeting  workspace is a subsites too, therefore, it should follow the settings.

Please check  the Site Settings > Page Layout and Site Template Settings and allow the Meeting workspace  template to be used in subsites.
