Master page permissions weirdness

The other developer (who is a Site Collection Admin) made some changes to a
Master Page, checked it in, and Approved it. Now, she can see the changes,
but I can't. We've cleared every conceivable cache, had other users bring
up the page just to be sure -- they can't see the changes either -- and had
the *other* Site Collection Admin try to view the content (she can't see the
changes either).

I've had the SCA developer log in on my machine, and she can see the changes
that way too... so this is definitely a permissions issue, but I don't
understand why since (a) I have full control (owners group) on the site
collection and everything below it, and (b) the other SCA can't see the
changes either.

Again, everything is checked in and approved. What am I missing here?

I feel a little silly. I think the problem had to do with a
stylesheet that I thought the other developer  had already checked  in. The
problem didn't seem to indicate that the missing changes  were all
CSS-related, but it's either that or another check out/alter/check in of the
Master Page somehow reset things (this has happened before with other
content).

Anyway, thanks for letting me think out loud (in print?) on the list.
