Master Page link missing from Site Settings

I have two portals. I cannot select the "Master page" link under
the "Look and Feel" column in one of them. Here is what my two "Look
And Feel" columns look like in Site Settings: My question is, how
can I configure my settings so I can reach the "Master page" link?

Verify the publishing feature is turned on for BOTH the Site Collection
and the Site.

I tried to enable the Publishing features and received this message:

Required Features

One or more features must be turned on before this feature can be
activated.

Office SharePoint Server Publishing Infrastructure

Provides centralized libraries, content types, master  pages and page
layouts and enables page  scheduling and other publishing functionality
for a site  collection.

Is it possible that you have to build an application with an Enterprise
template for this to work? Is there anything else I can try to get it
going?

This error is usually when you attempt to enable these features for a
site, but they are not enabled for the site  collection. You should see
Site Features and Site Collection Features in the root site collection
admin page. Verify you enable site collection feature first, then site
feature.

I don't have a working server to look at right now, or I would give you
the exact steps.

The Publishing Infrascturcture Feature must be turned on at the Site
Collection level before turning on the Publishing Feature at the Site
level.

I see the options for setting the publishing at
the Collection and site  levels.

I now have an Access Denied error while trying to enable the Collection
publishing feature. I am the Secondary Site Collection Administrator of
this site from the Central Administration side of things, and an owner
in the site group permissions. Once I figure that one out I should be
good to go.

Have you resolved the issue? I am also getting "Access denied" error
when I try to activate site  collection feature for Server Publishing
Infrastructure.
