Master Page Issue

I have created a master page and applied to my WSS v3 site.
I am able to see the desired modifications in the look and feel of the
site. However, when the user who has "Limited Access" tries to access
the same page, he/she is not able to see the desired modified look and

Any pointers in thie direction?

Did you by any chance store the new page  or some of it's elements in a
location that Limited Access users do not have permissions to?

Yeah, that was the only reason. I moved the desired elements of the
master page  to suitable location and it started working.

Did you make sure to Check it In, Publish it as a Major Version, and Approve it?
If you haven't done all three then users with Full Control or Contribute
permission will tend to see it, but those with read only or limited  access will

Can you please let me know the steps of doing this?
I tried publishing the master  page through SP Designer, but it gives
me the following message:
"The local and remote webs cannot be same location. Please enter a
unique location."

I understand why this message comes, but now trying to figure out the
steps of checking the file in, publishing it and then approving it.

Please check whether you have checked in the Master file after modification
