Manifest.xml resource files

Can anyone shed some light on the proper way to deploy a .resx file in
a solution? It seems to be putting the .resx file into
the ...\virtualdirectories\80\resources directory instead of
12/Resources. Any sample manifest files that use resource files for the
site definition?

I now use <RootFiles> for nearly everything that doesn't have a specific
deployment needs (like assemblies).
