Managing Unused Web Sites (Windows SharePoint Services 2.0)

Quick question. I have a SharePoint 2003 portal. I have enabled site
confirmation every 90 days. I have a particular user who received the
"confirm site usage" email and they are asking why are they receiving
this emails since they are currently using their team site. I have
checked and they modified one document on 2/12 and the notice when out
on 2/16.

What is being checked to mark a site as inactive? Is it looking for
something in particular?

SharePoint doesn't check to see if they are active. In fact, it cannot
check. So, it simply sends email to *all* site collection owners.

I probably wouldn't use that functionality.

I call this one of the "cliffs of insanity" screens in SharePoint: The
verbiage on this screen "does not mean what you think it means". Take
out the word "unused" and the re-read the screen. It will be accurate
without the word "unused". There is no timer in SharePoint Portal
Server 2003 to check for unused  sites or site collections. It simply
sends the e-mail every XX days. The behavior your seeing is both
expected and by design.
