I have a couple of questions on manage security.

1. Actions >> Manage Security

I have the folliwing options

Use this page to manage security settings for site groups, users, or groups for
this area. Only users with the View Area right can see this area on the
navigation hierarchy. Show to all users. These permissions are not inherited
from the parent area. Inherit permissions from the parent area. New User|Remove
Permissions|Edit

How can i "add a new GROUP" here (Like add new user link). I know I can click on
Inherit permissions from parent area. But It looses all the current permissions
on the area.

2. "Actions" menu varies form one page area to another. say for some pages i
can't get these options like add listing, add person, add document even though i
have the same permissions on the page.
