I would like to give a user the "Manage Lists Permissions" right on a site
but I don't want to be able to give more than Add, Edit, View and Delete
permissions on items.

In my tests, it's not possible to give only the "Manage Lists Permissions"
whitout giving to the user the right to change the lists structures
(add/edit new columns). When giving the "Manage Lists Permissions" to the
user, it can also give these permissions (manage list and manage list
permissions) to whoever he wants. I would like to deny this.

Does a workaround exists or a solution?
