Making CQWP visible in subsites in MOSS

Alright, I'm probably missing something here - I was following the
instructions on:

office.microsoft.com/.../HA101741341033.aspx

The Content Query Web Part doesn't show up in my lists in a MOSS
environment; since the article says the systems admin should be able
to enable it (and I'm the systems admin), I poked around a bit. I do
see ContentQuery.webpart in the web part gallery for the root of the
site - permissions look OK to me, but it's hard to tell. How do I
make sure this web part is visible to subsites?

bit  more information on this - I compared the permissions  of the
CQWP versus other web  parts, and they match exactly. So why am I not
able to see the CQWP in a web part  list for a team site?

Enabling publishing functionality on the site helps... (oddly, this
isn't mentioned in the documentation I've been reading)
