Making a column required based on a criteria

I am not sure this is possible. But, I would like to make a column in
sharpoint required only if a value in another column exceeds a preset
value.

The only way to do this that I am aware of would be to create an
EventHandler for the ItemAdding and ItemModifying events. Then check
the value of the first field and if it exceeds the limit cancel the Add
or Modify and prompt the user to input the required  field.

This will require a Custom Field Type. I don't currently know of anyone
that has produced this specific example but it's on my list.
