Maintaining navigation when moving or restoring a site

Some of our sites have utilized Navigation Headings (a publishing site
feature) and we have realized that if we move the site using the
Content and Structure functionality or restore the site to a different
location (using SharePoint Designer) the associated URLs are not
updated to the new site locations. Everything else updates fine (i.e.
lists, libraries, etc). We are using MOSS 2007.

Is there a way to creaet the heading addresses so that they are
relative in nature rather than absolute? Or some other method to have
them recognize the move/restore operations? Is there a better or
laternate method to handle this navigation (the headings just point to
lists or libraries; the user has designed their template this way as
they prefer the tabbed look and feel, and have already created a number
of sites that will ultimately be moved when they are archived.
