I am setting up my first extranet site and the users requirements
include logging at a detailed level. They want to be able to see who
connected to what web page and when. Can this be done with WSS out of
the box? Are there any utilities that will do this at a low cost?

Yes it can be done, but it's going to be tedious in that the traffic will be mixed with other traffic - translation, you can do this with the IIS logs, turn "everything" on and then parse out hits to that site
