Log Files named SPS_99999999_W3WP.log

Can anyone tell me about these log files that exist on the web server
under C:\Program Files\SharePoint Portal Server\logs?

I would like to know if there are any settings to control their
creation. Also, any information about what these particular logs are
telling me and if anything in SPS controls how many versions can exist.

Check the following:

Got to you main portal page

Select Site Settings

Under General settings click Go to SharePoint Portal Server central administration

Under Component Configuration click Configure diagnostic settings

From this screen you can configure error reporting for various components.
