For list items and doc libraries you can set individual permissions on an item
so you can set it to read only for everyone (except site admins)

Is there perhaps a less complicated way to do it? Is there a list field that
I can set or some other non programmatic way to accomplish this? I need for
the user to be able to lock  a record  with a single  selection or click.

You could configure item level permissions and then only add the needed
permissions.

I could think of a couple custom coding scenarios to accomplish this. How
flexible is your shop on custom coding a solution?

Custom code would be just fine. I just dont know how to do it.
