Lists & Permission Inheritance

Is there a way with workflow that I can control permissions when a new
list item is created (MOSS 2007).

Basically, I want the manual creation of an item in list A to
automatically create a child item in list B with the almost the same
permissions as the parent item in list A but with some modifications.

Sure, get an instance of each list, delete the RoleAssignments from List
B and then add each entry from the RoleAssignments
(SPRoleAssignmentCollection) in List A to List B.

Can this be done with only Designer?

I guess you should be using event handlers for "Item added" and "Item deleting"
events rather than workflow.

This may be more efficient.
