List view XLS or XLSX Exel file

I have SharePoint V3.0 and MOSS,

In a list view, I want to save the list as an excel file. I know that
in a list view you can find the export spreadsheet in the Actions pull
down, but that creates a .igy file, which is a web excel file. I need
a xls or xlsx file so I can download it directly ito my PDA.

Any ideas? Maybe there is a SharePoint sync program to a PDA or
Notebook out there?

After you export  the list  to an Excel spreadsheet, right click on the
data and choose Table > Unlink from Data Source. Click OK to permanently
remove the query definition and you'll be left with just the data in an
XLS or XLSX Excel file.

But how do you do the same for
1) the content from CQWP or
2) a DVWP whose source is linked lists on sub-sites
neither of these offer the drop-down option of export  on tool bar and you
cannot force it throught SPD.

What is the real/underlying reason why not?

I suspect that neither the CQWP or DVWP have implemented the Export to
Spreadsheet functionality that the LVWP has. The product team probably
could have included that functionality had it been in the specs.
