List view permission

In Sharepoint list view dropdown, there are "modify this view"
and "Create view" options, is there a way to remove those 2 options for
everyone else except for site collection administrator? using SPD is
not option.

The ability to create  a personal view  is based on the Manage Personal Views
permission in the Personal Permissions section of the permission  Level
definition screen. Removing this permission from everyone's permission level
except Full Control will keep people from making personal views. Manage Lists
is the permission given to administrators to be able to create Public Views.
Restrict both of these permissions to only site  Collection Administrators and
you will remove  those 2 options  from everyone else.

It works great after unchecking the permission. Is there a
way to make this work on a List level, rather than on a whole site?

If you go into the list  settings to the Permissions for this list link and Edit
Permissions, you will break inheritance of permissions on the list itself. Then
create a new permission  list that doesn't have the view  permissions and assign
that at the list level to the groups or users that you don't want making views.
Permissions assigned at that level will only affect that one list. Just be aware
that Permission levels are always created at the top level of the site
collection, but can be assigned lower in the hierarchy. So don't change the
existing permission levels. Make copies and change the copies.
