List Templates at Portal Level Not Appearing

We have an odd effect, maybe I have missed something in documentation

We have some document List Templates created on one portal on test server as stps are uploaded to another portal. These templates are not appearing within the create options via Manage content on the portal that the catalog clearly shows they are available. To test we created a template within this same portal, it is also visible in the catalog but does appear in the create options...

anyone seen this ?

The destination portal  (sub)area where you are expecting to see the STS
files must be based upon the same area template  that you have in on dev
server portal (sub)area.

Check this out to see if this is the problem.

I have seen this appearing  when the basetemplate between server  are different. When you create  a list  template it uses a base default template. Also where in the portal  are you trying to create a list?

For instance template created  for a Portal Area cannot be used in a team site

The template  has been created  in a portal  area on one server  and placed into another gallery on another server.
