List Template question

I have uploaded a list to the List Template gallery for a site collection. I
have created a subsite using a different site template from the top-level. Why
would the subsite not have the list template available? Also, how do I make the
list template available to the subsite?

All custom templates (Web and list) can only be used on the site
definition (ID=1) and locale (LCID=1033) on which they are saved. This
is because a custom template is like a macro on top of the site
definition. It needs the site definition (in the same language) to
create the initial web or list that it will then customize to look like
it did when it was saved.
