List templates are only available in subsites based on same template  of
the site  where we publish the lista template.
The only possibility that you have is to create the list  template again
in the new site and publish it in its template gallery.
You also might use definitions of lists, created  in the definitions of
sites in that you are interested available physically on disc, in the
path %microsoft shared%\web server extensions\60\bin\template\%lcid%
