How to Make List Hidden if List is Empty ie What's New

How can I get a wep part list to not display (not visible) when the
list has no records?

An example would be a What's New list that only appeared when the list
had something to show.

Have you tried changing the the web part's Appearance-> Frame Style to none?

There is a "Visible on Page" checkbox in the Layout section for any web
part however it's manual. I'm just looking into whether or not you could
do use some CAML combined with JavaScript to make  a FrontPage RPC call
to set this. That would be the path I would go down.
