How do I make a List Hidden if List is Empty ie What's New

How to Make List Hidden if List is Empty ie What's New

How can I get a wep part list to not display (not visible) when the
list has no records?

An example would be a What's New list that only appeared when the list
had something to show.

Have you tried changing the the web part's Appearance-> Frame Style to none?

Changing the Frame Style to None will get rid of the title bar. You
should also set it not to have a toolbar. Then, for the final
touch, bring the page into FrontPage, right-click on the web part
and convert it over to an XSLT data view. Then, look into the XSLT
code through the web part  properties and erase the text that is
displayed when the list  contains no items. (Search for "There are
no items to show".) Or, if your list contains no items when you
bring it into FrontPage, you can just erase the text that's
displayed telling you there are no items.

Use Front Page to apply conditional formatting, like select the list  header td element and apply hidden  when rows=null.

At Web Part level, you could choose none for display  style to get rid of WP header and border.
