Linking SharePoint Lists

I have a new request and would like to see if I can do this entirely
within SP before breaking out SPD and/or VS and/or InfoPath.

My customer would like to have a list of Issues. Each Issue entered
would be tied to zero, one or many Tasks assigned to different
individuals. Each Issue would also have zero, one or many deliverables
assigned to it. When the tasks are all marked as complete, the Issue
could be closed.

Anyone done something like this? Any suggestion as to how this should
be architected?

Sounds like a workflow that's more complex than the OOB ones to me,
which would require SPD. I'm not sure the OOB workflows support
having overly many tasks  generated with an issue, but not having had
that much experience with workflows (yet), perhaps someone else can
bonk me over the head.

We are planning on doing something *very* close to your statement of "an Issue
with several Tasks". Custom workflow seems to be able to do it using
Designer.

Our problem is the permissions on the resulting Task(s). We want them to be
inheritted from the generating Issue automatically.

Any suggestions?

SPD is not fine-grained enough to handle trying to set permissions.
You'd need Visual Studio for that.
