"Add Link to Site" is not working

I've installed it on a Windows 2003
Enterprise server (R2). I installed it with the MSDE and everything
seems fine. When I try to create a site, I can enter the title,
description, URL and contact email. The "Add Link to Site" page is
where the problem lies. Everything under the Site portion is greyed
out. If I enter the title and URL (leaving "List this site in the site
directory" checked) and click on OK. Nothing happens. If I try to
recreate the site, I get an error message stating that "a site with
that name alreadys exists". Yet, I can't seem to find it in the portal
site page. Any help is appreciated.

Make sure that you are creating sites under the Main Site. That is
important. I have an HR site  that I create  next to the main/ home page
that I could not link  to.
